When the baby parakeet will be able to be in their feet?

2 of my parakeet had a little baby 2 weeks ago. The baby parakeet is growing pretty good and feathers aer starting to come up but he is always lying in his belly. When is it going to be able to stand in its little legs?
I meant that the baby is always on its belly never standing up like the other parakeets …

When should a parakeet regrow their feathers after molting?

I have a 7 year old parakeet who lost about half of her feathers (under her wings, on her chest, her legs-the fatty part, and beneath her neck) 4-6 months ago and hasn’t grown them back.
She shares a cage with another parakeet, and they get stressed if they aren’t by each other. The both of them get regular exercise, and otherwise seem healthy.
Any ideas on how to help her regrow her feathers?
